 In 1997 the leading universities of the northern capital founded the Publishing-Polygraphic Association of Higher Schools of Saint Petersburg. It was aimed to co-ordinate its members’ activities, represent and protect their property interests and other interests in the field of publishing, polygraphic and advertising business. In the Association statute the priority tasks are the following:

Participation by proxies in the improvement of current legislation, regulating publishing, polygraphic and advertising business and of corresponding juridical persons’ taxation;
Representation of its members’ interests in federal and municipal authorities of legislative and executive departments;
Mutuality of its members in the affiliation with corresponding state authorities and engaged organizations;
Organization of the joint activities of the Association members in the field of publishing, polygraphic and advertising services;
Organization and maintenance of exhibitions, textbook and scientific tenders, representation of its members at exhibitions of corresponding profiles held in the Russian Federation and abroad;
Consultation on questions of publishing and polygraphic (including technique and technology of distinct printing methods, development of internal normative documentation, organization of finished production distribution, etc.) and advertising activities;
Organization and maintenance of conferences, seminars, consultations and meetings on publishing, polygraphic and advertising business.
Since 1998 the Association has carried seminars and scientific-and-practical conferences, attracting specialists engaged in educational book industry. Thus, scientists from the Book Science Institute of Johannes Gutenberg University, Hanover University and specialists from England and Finland took part in the annual conferences on Problems of integration of publishing activities in higher schools and Textbook of the third millennium: making, publishing and distributing (1998-2003) on a par with Russian publishers.
Since 2002, the annual seminars on Publishing activity of higher school have been held for staff and chiefs of publishing departments of higher schools on the basis of the Management training center (Pushkin). Speakers for the federal ministries and departments, experts in copyright and representatives of companies, delivering printing equipment and expendable materials, take part in such seminars. Since 2005 the seminar-cum-workshop Advanced materials usage in book publishing industry of universities has been held together with the UPM Kymmene Corporate group (Finland). Now the preparation for the holding of the seminar dedicated to the culture of book publishing has already begun together with counterparts from the Book science Institute of Johannes Gutenberg University, Stuttgart University and Gutenberg Association.
Organization of mounts at all-Russian and international book exhibitions (Moscow international book exhibition fair, “Books of Russia” exhibition, Paris book show, Leipzig book fair, Frankfurt book fair etc.) promotes books of the university press to the Russian and foreign markets. One of the most remarkable events happened in 2003 when the Association conducted a promotion campaign for delivery of books published by Russian higher schools to the library of Hanover University.
Since its foundation the Association has included not only higher schools of Saint Petersburg but also those of other Russian cities and regions. Business corporations also showed much interest to the Association activities. Geography and circle of the participators had continued to grow and thus in 2004 the Association was renamed into the Publishing-Polygraphic Association of Universities of Russia.
According to the agreement made with the Department of the State Appraisal of Scientific and Scientific-Pedagogical Workers of Russian Education Control (Rosobrnadzor) the work on gathering, checking and posting to the web site of the Publishing-Polygraphic Association of Universities of Russia (www.mediabooks.ru) information about editions (of educational and scientific literature), published by members of the Association and publishers of other higher schools, have begun. The Association is planning to fulfill a  number of  projects similar to those which already exist.
